Report Red Tape or Poor Government Service

Report fixers, unreasonable delays, unnecessary requirements, or improper government transactions through the Citizens’ Complaint Hotline 8888 or the Anti-Red Tape Authority.

Legal Basis: Republic Act No. 11032

The Ease of Doing Business and Efficient Government Service Delivery Act of 2018 requires government offices and local government units to streamline procedures, publish service requirements through their Citizen’s Charter, observe prescribed processing times, and provide efficient public service.

Zero Tolerance for Fixer Culture

The Municipality of Barotac Nuevo prohibits fixers and unauthorized facilitators. Citizens are encouraged to transact only with authorized municipal personnel and official service counters.

Streamlined Processing Times

Frontline transactions are processed within the periods published in the Citizen’s Charter. Requirements, fees, responsible offices, and processing steps must be clearly communicated.

Continuous Service During Lunch Break

Appropriate work schedules are maintained so applicants already within government premises can be attended to during lunch break and, when necessary, beyond regular office hours.

Transaction Type Maximum Standard Processing Time
Simple Transactions Not longer than three working days from receipt of the complete application or request.
Complex Transactions Not longer than seven working days from receipt of the complete application or request.
Highly Technical Applications Not longer than twenty working days, or the shorter period determined by the concerned government office.
How to File a Complaint

Approach the Public Assistance and Complaints Desk

Visit the municipal Public Assistance and Complaints Desk and explain the transaction, delay, fixer activity, or service concern.

Submit the Complaint Details and Supporting Information

Provide the office involved, date of transaction, persons concerned, description of the incident, and any available documents or evidence.

Keep the Reference or Tracking Number

Retain the complaint reference number and contact details provided by the receiving office or electronic complaint portal for status monitoring.

File a Complaint or Report a Violation

Complaints involving red tape, fixers, excessive requirements, delayed transactions, or violations of Republic Act No. 11032 may be submitted through the municipal feedback channel, ARTA’s Electronic Complaint Management System, or ARTA’s official contact channels.
